Make sure you have some slack in the cables. I think you should have about an 1/8" slack in rotation between off and on throttle. Over tightened cables will bind things up.
Check that the grip is not rubbing at the inboard or outboard ends.
Spray some silicone spray between the tube and the clip on.
Last would be to lubricate the cables. Not likely as there is not much force needed to move them.
You might start by disconnecting the cables, to see if the problem is in the twist grip and cables, or in the throttle bodies. If it's in the grip, remove it and clean the
clip-on and lube it. If it's in the throttle bodies (move them by hand), check spring, binding or bent shaft, etc.
MY bike came with some handlebars, and when I put the stock clip ons back on it, I had the throttle cables routed wrong, and it made for a very sticky throttle. Due to the double cable set up, I could close the throttle, but it would barely go back at all.
Get a manual and adjust it to spec. Mine was similar because I messed with mine when I did R1 throttle tube. finally got sick of it, grabbed manual, adjusted, and now its magical!
