Generally considered cheap crap, but there are some people who really like them.
If you want tires to last longer buy a set of new generation sport-touring tires with the harder centers and softer sides and call it a day. I put a rear Bridgestone BT-021 on a few weeks ago and have not had a single problem out of them. I have worn the chicken strips off and they have not slipped/slid/misbehaved in any way. They have far more traction that you can use on the street. They just don't sound as sexy when someone asks what tires you've got... But if you give them a try you won't be disappointed.
Bridgestone BT-021
Dunlop Roadsmart
Michelin Pilot Road 2

Sounds like your brother needs to learn how to ride. The new generation sport-touring tires can handle a novice trackday with ease. But if your suspension isn't setup correctly and you aren't smooth even the stickiest tires won't help.

The Shinkos are ok just slick on the first 100 miles. They balance good and seem to have good quailty for the price.
You can almost get into to a set of Bridgestones as cheap as the Shinkos right now.
The BT016 is the new triple compound tire and is very affordable.
The new sport touring tires like the Pilot Road 2 stick like glue and get real good mileage. We have guys getting 7 to 10000 out of these and are boogering the edges. Great tire just not the cheapest tire.
Dunlop has a new one this year also call the Road Smart that some guys seem to like sticks well and has higher mileage.
The tire companies have put lots of money into this touring/sport tech and its paying off big. Don't cut these tires short you might be surprised. Hope it helps
