So you could find the impedance on the speaker coil and wire in better speakers yourself.
Based on experience (I fixed radios in the Navy) the issue is likely a small amp size and the speaker arrangement. Flat speakers suck. Laptops, cellphones, pocket sized Bluetooth speakers, etc. it has to do with the dynamic range and the limited movement of the coil. Most are piezo speakers, and don't have actual woofer cones. Not sure how much bigger you could go in that helmet though. In-ear is likely the best bet in helmets until something changes with the tech.
Or bone conductive speaker systems. But they don't transmit highs very well. Great for speech and dubstep. That's about it.
