03 gsxr 600 What are these welds here(both sides)? Frame doesnt seem comprimised but former stunt bike

I think it is possible the car/bike has salvage title to it, and in good hands, it can be rebuilt, insured, and put on the road again. In some countries, this is not allowed legally, so it becomes a shady business.
