Yes it can have a lot to do with it. Needs to be idling around 12-13,000. Mine seems to be happy at about 14,000. You will likely have different results. These old carb bikes are very picky.

Yes, sorry 1400 rpm. I would not set it any higher that 1500. Typically you would need to make some hefty air and fuel mods to your carbs to require a pilot increase. Mostly because your pilots main duty is at idle, and just off idle. At idle your butterflies and slides are nearly closed off, and that doesn't change with open air, or main jet size changes. Just need to be sure they are clean of any varnish or corrosion.
