The ECM controls the FP relay by supplying ground to the control side of the relay. I also has a connection to the fuel pump relay power output side.
The C41 is triggered by one of two conditions. 1) the ECM commanded the relay "on" but it does not see power at the output wire or, 2) the ECM is not commanding the relay "on" but it does see power at the output wire. This information is in the FI section of the service manual.
