I have a 2007 gsxr 600 and I want to remove the stock mirrors and replace them with small flush mount blinkers. What options do I have to keep the bike legal for riding in Wisconsin? Handlebar mirror ends?

Bar end mirrors. I've been rocking that setup with the flushmount blinkers for 2 seasons now and love it! The mirrors take awhile to get used to tho.
